Main Objectives of Real Estate Valuation and Construction Expertise:

  • determination of various types of value of land improvements (buildings and their parts, structures, utility transmission facilities, etc.);
  • determination of whether the performed valuation of real estate (land improvements) complies with the requirements of property valuation regulations, valuation methodology, valuation methods, and appraisal procedures.

Indicative List of Issues to Be Resolved:

  • What is the value (specify the type of value: market value, residual value, liquidation value, forced-sale value, special value, investment value, etc.) of the real estate property (specify the property: building, premises, apartment, structure, etc.)?
  • What is the value (specify the type of value: market value, residual value, liquidation value, forced-sale value, special value, investment value, etc.) of a share (specify the share: 1/2, 1/4, etc.) in the real estate property (specify the property: building, premises, apartment, structure, etc.)?
  • Does the performed valuation of the real estate property (specify the property) comply with the requirements of property valuation regulations, valuation methodology, valuation methods, and appraisal procedures?

Indicative List of Documents Required for Real Estate Valuation and Construction Expertise

To determine the value of land improvements, the expert shall be provided with title documents and technical inventory materials for the relevant properties, as well as title and technical documentation for the land plot on which the property being valued is located, as of the valuation date. If a retrospective valuation is to be performed, materials containing source data on the property's characteristics (functional use, space-planning design, technical condition, etc.) as of the valuation date shall be provided for examination.
